When military personnel are discharged, it can occur that they receive an involuntary or less than honorable discharge. This includes reviewing evidence and statements, the length of time since the discharge, current community service and employment, as well as overall achievements and references.  The DRB considers these areas in order to properly determine whether the applicant's character has taken a positive turn, allowing them to see that there has been an improvement in what may have been negative behavior while in the military. A successful petitioner must persuade the DRB that the discharge was either "inequitable" of "improper". Personal appearance before the Review Board is also possible.

Even if a petition was denied in the past, a reconsideration can be requested in some cases, such as the discovering of new evidence.
